Mine came with one yes but I believe it's a stuck not dead as its showing blue. You can send it back if you do within like 30 days but I really don't notice and didn't want to wait for a new one so I just kept it. You might get a perfectly okay one though. Good luck its an awesome monitor besides that!

DisplayPort (Overclock): 67 - 212 KHz which is 67,000Hz-212000Hz
Is it a typo or something?

Vertical and horizontal refresh rates are (obviously) two different things. The one that you want to pay attention to when purchasing a monitor is the vertical refresh rate. Also, in order to achieve anything above 60hz, you need to be using a display port cable. HDMI won't be able to handle more than 60hz.
