I'm new to liquid cooling. Can someone explain this part to me? I don't have a liquid cooling system. Do I need a full liquid cooling system or can this part just be bought and used for my am4 socket cpu? I currently have a AMD RYZEN 7 3800X.

Remember that when installing a radiator such as this it will blow heat around depending on your fan direction.  Most install it either on top with the fans mounted to blow air out or external.  Remember this when installing a radiator.  If you blow air from outside into your case it will make your cpu temperature better but heat all other components in your case.   Also I would like to add that there are air coolers that work just as good as radiators such as the Noctua DS15.  I have a s36 360mm and the Noctua DS15 and if you ask me the Noctua does a better job with lower noise by a large margin compared to 3-120mm fans vs 2-140mm fans.  If you only game I would recommend a large air cooler over an AIO cooler.

Yes, it will work but I'd avoid purchasing this AIO. I have it and just like many others, there's lots of issues with accurate temp readings which will effect throttling in the long run, go with a corsair AIO or coolermaster.

I have an STR4 Bracket CPU, it says the bracket for that comes with the AMD processing package. What does that mean?

I have a threadripper too. It means that the bracket for mounting the pump to your MoBo is not packaged with the AIO. It will be, or should have been in the box with the cpu itself; it was with mine. Now i would still caution against getting this if you have a threadripper since the waterblock will not cover the entire heatspreader of the cpu (STR4 is a rectangle and AM4 is a square) and you will see elevated temps which will lead to performance throttling. believe me, i made this mistake with mine. if you wish to cool your threadripper with an AIO, Enermax makes an AIO specifically for STR4 when you can find it in stock. its called the LiqTech TR4 360.

I have an ITX build with a 2700x. Will this AIO fit my specs and does it come with the mounting bracket for AMD 2nd gen?

What ITX motherboard do you have?   The AIO does have the mounting bracket for an AMD motherboard.  Make sure that your motherboard has a USB 2.0 header since this is a requirement for the graphic display, and the control of the VRM cooling fan in the CPU waterblock.
