Does this card have better performance than the ROG-STRIX-RTX2080TI-O11G-GAMING 11GB?
if so why is it cheaper by half the price?

The 2080 ti will score better over all, however for the money the super is close enough to the performance. Unless you are building a pc to shatter scores, the ti is not necessary. You can do very well with the Super at 1440p. At 1080 there is no difference. At 4k and 1440p the ti comes out slightly better. For the money the super to me is the better buy.

Do I need a g-sync monitor with this? Or is it enabled in the card?

From my knowledge, gsync is on the card to connect to gsync in your monitor. So yes, you do need a gsync monitor to be able to use gsync. You can still use a normal monitor. If you havent bought one and dont have one, as a suggestion, I bought dell s2716 dgr.
If you go with this monitor, make sure it has gsync(id indicated by "R" in DGR.)
