it is WIFI router. so, it will work with any internet provider. But, it is not a cable modem. you need to buy a Comcast compatible modem to work of Comcast or you can rent one from them with monthly fee like $10/mo

does this have a dual core cpu?

Based on what i can see on System Status in admin page, there is only Core 1 indication, so it is indeed equipped with a single core processor. However, interestingly the Hardware version is shown B1 on the box, so i thought this is the RT-AC1750 B1 model at first, but it is not.

The FIOS Quantum Gateway that you'll likely be using is itself a wireless router, making this one superfluous.

What actual speeds do you get on this, both locally and remotely?  Can I max out my 250/250 internet with it?

On my 300 meg internet connection, both wireless and wired connections allowed me up to the full 300mbps.  This was done with both speedtest and the netflix speed test.

Yes, this can be used as repeater mode.
go to administration after login and select the mode as repeater mode and save.
