Yes, it is the same device, the W indicating white as opposed to the more typical black.

You will need a modem for Internet service that your service provider provides for you or you can buy one online..this router will take your Internet service and divide it to your wired and wireless  devices....hope this answer your question

Can one or both of the USB ports be used to tether a phone to use the phones data plan for internet access?

Yes, the USB port can be used for 3G/4G tethering. I don't use that feature so I can't be sure as to how to set it up, but I know it is in the manual that you cam download from the ASUS product page.
