Length is 16 inches, width is roughly 2.5 to 2.75 inches.

No it's at a fixed height with the included base.

Question 3

I need these to automatically come on following a power loss. Will they come back on or does the power button need to be pressed?

I don't know if you can consider what I did the equivilant of a power outage, but I removed the power cord from mine and plugged back in, and the monitor came back on.  Please keep in mind that I did not simulate a power outage on the signal computer side, nor can I, as I have this monitor on a mission critical application with a backup UPS system for the PC.  Even if the UPS fails if the power outage last longer than the UPS, the PC is set to restore last state, but I don't know how this would affect the monitor.  If you have a monitor or pc you don't want to experience a power outage, maybe consider a quality UPS.  I have this system on a high capacity Belkin, but Belkin doesn't have UPS anymore, I probably wouldn't consider anything else other than APC. max height is approx 19 7/8 "
min height is approx 16 "
width is approx 21 1/2"

In portrait orientation (including stand):
max height is approx 24 3/8" "
min height is approx 22 1/4 "
width is approx 12 3/4"

Does this monitor pivot to view in Portrait mode?

Not sure what Portrait mode is, but it does pivot backward and forward, to adjust for easier viewing of shorter and taller people sitting at their desk, don't know the range of tilt it has, never measured it, but will tilt forward and backwards if needed.

Does this have VESA mounting holes on the back?

Yes, there are four evenly spaced threaded holes on the back of the monitor itself. Not sure of the size, but they appear to be small, maybe a # 8 or 10 machine screw.

The ones I bought were brand new. I think these are great products. I have purchased 3 more of these. No problems.

The dimensions are 16 1/4 X 16 X 2 1/2 for the monitor and you will add 2 3/4 in height  and 8 1/4 deep with the stand.
