I know the monitor is had HDMI 1.4, so what is the max HZ that it offers? Like can it run 144hz 1080p over HDMI 1.4?

Yes, HDMI 1.4 can support up to 144Hz at 1920×1080. However, not all monitors with HDMI 1.4 necessarily do as well. However they include a display port cable which supports this natively.

For some reason this monitor is awful for CSGO. It leaves like an imprint of prior scenes when I turn quickly and the way the colors are just make my eyes hurt. For some reason this game specifically. Anyone have any ideas? Any settings on the monitor or in the game that I might need to adjust?

No. Its a result of the VA panel type. It has low level of responsiveness leading to blurring during fast motion. You are likely going to have to get a different panel type monitor, like a TN monitor which has low latency and will not show blurring from fast motions. The only downside to TN monitors is the viewing angle is smaller, meaning if you view it from too far below, or above or from the side it appears dim/black, and its color production isn't as good as IPS panels, but TN probably are the standard for average priced gaming monitors. IPS will be considerably more expensive for low latency monitors.

Will my Intel core i7-9700F cpu run this monitor?

Well, the Intel Core i7-9700F processor doesn't have integrated graphics so if you have a graphics card that supports either Displayport or HDMI out then you'll be able to run/output video to this monitor. If you don't have a graphics card then you will not be able to output to this monitor with just your CPU, motherboard, and power supply. I hope this answers your question.

Assuming you're talking about adaptive sync, yes.  Its not listed as gsync compatible but it still works, at least for me with a 1660ti.  You have to enable both gsync and display specific settings in the nvidia control panel.
