Does the HDMI have to be plugged in for it to be on? I want to hook it to a web-cam and then stream the web-cam to the home PC/Internet.

No it does not. However, you really should make sure to set things up properly during the initial set up to make sure it does not turn itself off on you. It is essentially A mini laptop, and is preconfigured with extreme energy management in mind. Also uninstall and remove all of the bloat ware as it makes startup a bare.

Can I replace Windows with Linux?  Which distro did you use?

I don't see why you couldn't load up a copy of Linux. The system comes withf Windows 10. The only problem I've run into is that doing Windows 10 version updates requires more disk space than I had left so I had to attach a thumb drive to do the updates.

Will it play flash videos?

It runs windows 10, and can do anything you can do on a windows 10 pc.  It's not the fastest thing out there, but does everything I need it to (including flash video)

Microsoft says:
Processor: 1 gigahertz (GHz) or faster processor or SoC.
RAM: 1 gigabyte (GB) for 32-bit or 2 GB for 64-bit.
Hard disk space: 16 GB for 32-bit OS 20 GB for 64-bit OS.

I am still running Windows Home and a DVR app on one. (The Pro upgrade is about as much as the stick PC.) The main problem is disk space. With Windows updates etc you really have to to be frugal.

Yes, the VivoStick has a combo jack. This means that it works as both a headphone or microphone jack.
