is this just a code that will be emailed? or is this a game that will be shipped?

The game is downloadable online and has gone free to play. 
This is a disc (that can be used to install as well) that will be mailed to you with a code that will unlock more ingame content such as a mount, additional character slots, additional storage space, and a founder title.

Is this hard-copy for NA or EU?

I am assuming NA. I didn't even think twice about that actually and just assumed it would work great for me -and it did ( and I am definitely on the NA servers). I'm not sure if there would be an issue if you wished to use it elsewhere or not.
