Does this actually have the monitor pass through and remote on/off switch shown in the picture?

Aboslutely it has a 4 wire power switch and the female power pass through. I've been using these Athena power supply's in dart boards for about a year and not one has failed yet. There isn't a better value on a AT 4 wire power supply anywhere.

Question 2

Hi. Can I use this standalone just to power one or two 3.5" SATA hard drives (using a molex->sata power adapter, and without it powering a computer at all)?  Will running it with such a low power draw cause it to fall out of spec?  Also, am I right that I can use the push button switch to power it on and don't have to do any funny ATX shorting tricks to power it on?  Thanks!

YES THE PUSH BUTTON WILL TURN IT ON.
YES IT WILL RUN YOUR DRIVES WITH OUT RUNNING A PC AT THE SAME TIME.  WE USE THESE POWER SUPPLIES TO RUN VARIOUS EQUIPMENT ALL THE TIME WITH OUT THEM BEING ATTACKED TO A MOTHER BOARD.  THEY ARE A GREAT SOURCE FOR 5V OR 12V REGULATED POWER.

This is the one you want (N82E16 8173 38010), for older AT motherboards.  It's the only one left for sale.

Does this power supply come with 3-pin connector that connects the power switch to the main board?

No, it does not.  My memory may be failing me, but I believe that was a standard for ATX power supplies and not AT.  This particular AT power supply has the P8/P9 6pin+6pin mainboard power connectors, 1 four-pin push-button switch to turn it on,  4 four-pin Molex connectors (for connecting to IDE hard drives, optical drives, 5-1/4" floppy drives, etc.), and 2 four-pin Floppy connectors (for connecting 3-1/2" floppy drives).

IT's P8 and P9 connectors.  This is an AT power supply not an ATX.  This will work with the older 586, 486, 386, 286, and most XT class machines.

I used this power supply for a microcontroller for a 1996 Bridgeport mill. It is an old PC-AT architecture. It matched the power supply in the mill that failed, and worked just fine. I did replace the fan with a ball bearing fan before I installed it to make sure to max out the fan life. Short answer: if it looks the same and matches the power required, and will fit the box, it will probably will work.

Molex connectors. It comes with 5. 3 on one strand and two on another with a floppy connector.
