Would it be possible to replace the included fan with a noctua NF-A4x10 FLX or 5V fan? It would be nice if this was a lot quieter.

I'm it maybe possible but it will void the warranty and any 40mm fan that moves much air will be noisy.. i will say i have 3 of these in severs and i don't find them noisy at all. they make far less noise then the other case fans in the 1U server.

If you really need a 400W Power Supply in this small a form factor you aren't going to find anything that is silence and replacing the fan may make it quitter but it will also make it run hotter and could shorten its life..

One other thing to note is this models fan is shifted closer to the power connector and will not aline with some cases.
