Cooler Master says the exact case dimensions of this case are 9.4 x 8.2 x 15.8 inches (and be sure to add a few more inches in depth for cables. As hot as this box can run under max load, though, I'd caution against putting it in an enclosed area.

What does it mean in the Special Features section of the specifications that it comes with "Steam Box Pre-Loaded"?

It has Steam pre-installed, not the Steam OS. Other than that it has Windows 8.1 on it, no junk software. Plays everything I throw at it at high-ultra. Nice machine.

Can I upgrade the graphics card and ram if I wanted to upgrade?

Yes. The motherboard is a Gigabyte GA-H87N (DDR3). The case is full size, dual slot video card capable (GTX 760 pre-installed is full size, dual slot).
