This says 'internet security' for windows.  And antivirus for Android and Mac.  Is this an antivirus for my windows computer?

Does the license allow for use on a small business, about 10 PCs?

Don't know about "small business" but it will install on unlimited pc's.  Will NOT install on any server based OS as I'm running MS WHS 2012, which is based on Server 2008.  I use the built in Windows Defender for server and all user pc's have AVG installed.  Hope this helps!
