Dont buy this. I had two defective sets sent to me and the manufacturer refused to replace it.

Will this RAM work with an Intel i3-4130T and an ASRock H97M-ITX/ac motherboard? I hear lots of issues over compatibility and it seems to be designed for Intel Haswells almost explicitly.

the i3-4130T is a Haswell. I used these on an Ivy Bridge i3-3220T and ASRock B85 chipset with no issues. YMMV but always use the boards recommended memory.

Why is this called Intel Desktop memory? Does it work on Asus board and AMD system?

Intel Desktop memory type supports Intel (or AMD) PC systems. Your mainboard specifications will determine the memory type and speed requirements. In this case, your board has to accept 240-Pin DDR3 1600 (PC3 12800) type memory for this memory to be compatible.
