Are the wires sleeved in black? Or is a ketchup and mustard mess?

The wires if I recall correctly were just normal black cables. No ketchup and mustard mess to throw off the aesthetics of a build.

How many pins does the connector actually have? I have read sources that say 3 pin and others 4 pin.

There's two models of the fan listed on Newegg. If you have the w/PWM option, it is a 4 pin connection. If you choose the w/o PWM, it is 3 pin. Hope this helps.

is 1000 rpm enough to cool a 4ghz 1700x? 280mm rad ofc

Certainly is plenty. It's all about creating just a minimum air flow inside the case to disallow a hot air buildup, not to manufacture a vacuum cleaner. If the CPU or VGA require more cooling due to higher utilization demands they will spin faster by themselves.

Question 4

What voltage do they run at? how much current do they consume? I'm looking for 140 fan that works at 12V, but at or under 250mA.

Not sure but very little, great bearings, runs smooth, quiet, slow for a fan, pushes air tho. My "guess" is it draws 1500mA to start spinning then less than 200mA to run.

What is the lifetime of this fan?

Mine are going strong after 2 years, but very light use.
