it's not PWM, but it has a 3 pin connector ?....ok then what do i connect to the 3rd pin ?

I have silent wings and they come in two flavors. PWM and DC configurations. If you bought the DC version it could be that the wiring harness is just a stock three wire/pin but one of the contacts doesn’t connect to anything on the fan

What is difference between w/pwm and w/o pwm ?

Pulse width modulation. It's small amounts of DC current applied to the motor that happen so fast, you don't perceive it.  It's designed to save power so if PWM is say 50% (electricity is only applied half the time), it saves half the power compared to constant application of power.
