Should I get PWM or non PWM version? Also High-Speed version or no?

I would recommend getting the PWM versions so you are able to have full control over the fan speed. A PWM is a 4-pin fan connector so your motherboard needs to have that type of fan connector to be able to use PWM.  I have both high-speed and regular in my case. I use the high-speeds on a radiator since they offer higher air pressure and would recommend the same if you are using on a heatsync/radiator. The non high speeds are used for my intake and out take airflow fans. Both versions are very quiet under normal load, only audible when closer to full RPM.

Question 2

Product description at the top states - Virtually inaudible operation at max. 15.5dB(A)
Under specifications it states - Noise Level 15 - 20 dBA

So... which one is it?  If it's the same as Purewings 2, no reason to spend twice the amount.

Silent Wings = Static pressure optimized
Pure Wings = Air Flow optimized

They are both very quiet under ideal conditions, but if you're pushing or pulling air through a radiator or other major obstruction then you want the Silent Wings, because they provide higher air pressure at the same fan speed and fan size over the Pure Wings.

Silent Wings perform better when there is an obstruction, but if there is no obstruction then save your money and go for the less expensive Pure Wings. The Pure Wings are less expensive and have a slightly higher air flow (again with no obstruction).
If you're in doubt, compare the specs on the be quiet website.

Question 3

The fan has two mounting schemes to choose from, a pin and washer "vibration control" mount and a traditional fan screw rubber receptacle.  Which do you recommend using?

I believe mine came with both options, I used the pins, I think that the pins allow the fans to wiggle slightly, allowing some of the vibration energy to be dissipated where as the screws will allow that energy to transfer to a larger surface (the case) and generate more noise.

That's my view but you can try both and decide for your self.
