I am going to India and considering purchasing this product, is it a converter or will I need to use this with a converter?

Good day,
This is not a converter so one would have to be bought separately.  The plug is a normal USA 110V wall plug.  It's a decent unit overall and the USB charger is more of a trickle charger and good for overnight charging.

Can this swivel surge protectir handle euro 220 power?

Unfortunately it is rated 120 v, 60 hz. It is not designed for the european electrical system.

Can this unit be used in Spain (voltage 220 volts)?

Unfortunately, I cannot answer that question with any certainty.  I would suspect that if there was a converter in place--it would work perfectly.
