Question 1

I'm looking for a bluetooth transmitter that has a TRRS input so I could, say, connect a wired headset(TRRS, with Mic) to my Android (4.4) Tablet.

The tablet appears to have no mic input, relying solely on its built-in mic, so this is the only way I could conceivably access it. 
I want to run an app(for a Caldwell Ballistic Chronograph) that receives data as a mic input (like on a smartphone.)

Will this device do it? (Or, what will?)

Mine has sat unused in a drawer for some time. It didn't live up to my expectations. It had mediocre performance and, as I recall, was a receive-only unit. As such it would not meet your requirements.

What is the battery size and operational charge time?

The battery last about 2 hours,  maybe longer.  The battery is internal and charged by a UBS cable (to your computer usually).

what powers the speakers if this is hooked into it?

I don't think you can go straight to a speaker.  Some old-small computer speakers might work.  I tried headphones and they are not load enough.  I go trough a amp now.
