Can the fan be run with the LEDs disabled?

Yes.  I run without the LED lights.  You just have to disconnect the rectangular connection that is on the bottom left of the picture.  No tools required, it just pulls out.

It's a great fan too!

Question 2

Can this fan be mounted in in either direction? such as either push/pull? it looks to me it is one way specific, that is as exhaust. without add hardware?

With the parts it comes with it can only be mounted going one direction, but if you want to flip it around you will need to get some longer screws to do so. There is also the Spectre Pro that can be mounted either was right off the bat if you're not interested in getting any other hardware.
