Yes you can. If your using windows, go into settings, then display, there you will find the option. Iv had the monitor for a year now, I actually use it for a small YouTube channel. I quit enjoy it. Only down sides is that it has only 2 hdmi ports on the back, but if your not recording, then that shouldent be a problem.  And the screen hardly tilts up and down and has no left and right tilt and no raise and lower. Again, as a stationary monitor , it is beautiful for a budget monitor.

Is 75hz the standard or is the resolution lowered to get it?

75hz is the refresh rate of the monitor. and no, typically, most monitors are 60hz monitors. the resolution and the refresh rate are two seperate things. you would literally have a 1920x1080 (full HD) monitor with a refresh rate of 75hz (75 frames per second). if your computer doesnt have a good enough video card, you may not be able to take advantage of the maximum monitor output of 75hz. for instance, if you play a graphics intense video game on the monitor with a meager computer, your monitor will indeed be displaying at 75hz, but your graphics card may only be capable of showing the game at say, 40hz or 30hz or something. effectively, make sure the monitor is right for you! if you have any other questions, i would be happy to answer them here as well!
