What size power supply do I need for this case?

Mini ATX would be good.  I am using 600W which sits very nicely and the ATX Fan is facing the vent as well. So, You can avoid heat.  In fact, I re-arrange the 4 cabinet cooling fans on back side of the fence, As my motherboard needs more space.  I am very happy on this purchase.

Question 2

Do you need any risers for the PCI slots?

yes. i purchased them from amazon since they weren't available here. (fyi, i tried to give you links but they wouldn't let e. check for pci riser on amzn or here and you'll get the idea.)

this chassis isn't all that great tbh...only purchase if you absolutely need this size at a cheap price AND ARE NOT GOING TO OPEN IT ALL THAT OFTEN. it will strip and the rails from the same company will barely hang on. i recommend a 4u overall if you can (i couldn't at the time :( as it would be a better choice having gone through this already; but that's just my $0.02.

Question 3

Any recommendations for rails for this case? It seems Newegg no longer stocks the ones from Ark.

I use this case and others in the 15u (I think?  It might be 12u) Norco rack with no rails.  For every couple u of servers stacked up I just throw a cantilever shelf on the backside to hold up the stack.
