I have a Mac mini Mid 2011. It has 4 usb-2.0 and one Thunderbolt port. I want to convert the thunderbolt to type c for fast file transfers. Will this do the job?

I doubt that will work. Thunderbolt 1&2 from that era are much slower than USB-C and likely incompatible. I tried to convert USB-C on a new PC back to Thunderbolt 2 and nothing I found works for that either.
