Does this bag have a strap/panel slot that you can slip over the handle of a rolling case to carry it that way?

The answer to your question is YES.  I have not used it in this way but the strap is located on the back of the bag.  The center of the strap is held in place by Velcro until you use it.  I don't use this because the other carry on bag is a video camera case with no wheels.

I own 3 of these bags and have no issues with them at all.  They provide sufficient protection for my 3 laptops and TSA has not broken anything with these bags.

I purchased a g751jy asus laptop and need a case. Will my computer fit in this one?

I purchases the Asus ROG g750 which and it fits very well.  The screen is over 17" and the laptop is well over that in width.  The case is one of the only bags I could find that would accomodate my laptop.  There is plenty of room for power supply and a few other things as long as you are not carry a ton of stuff.  I have been very happy with this bag and I hope this helps you make a decision.

Will a Dell XPS18 fit in this case?  Tablet width is 18-1/4".

According to the specifications as shown for this product they say the following:

    17.8" x 12.2" x 1.9"  ( Interior dimensions)

Dimensions
    19.3" x 14.2" x 3.9" (Exterior dimensions)

    Compatible with laptops with 17-18.4" screens

I own 3 of these cases and they are for ASUS ROG, 17.3 inch laptops.  The width of the interior  ( actual measurement 19 inches ) and includes a Velcro attached adjustable divider which could be removed to accommodate a larger laptop, such as the Dell model  you indicated.  
The quality of these cases is excellent  and with the separate pockets at are zippered up it has been easier going through "TSA" at airports.  The long strap for carrying works well for running through airports also since I have 2 carry on bags for travel the second is my video camera case and so it balances me out as I walk and it fits under the seats of most aircraft.  I have to say it is a good quality case and if it fits your laptop then I think you'll get many years of use.

Will this item go for a Samsung galaxy view?

According to the specs, it can accommodate laptops upto 18.4", which should be around where the Galaxy View size would be.
