Does it work with streamlabs?

You might want to become more familiar with streaming before you spend this kind of money on this device. Streamlabs is a website used to augment and manage streaming. The software most people use to stream is called OBS. Streamlabs has a customized version of OBS, so I'm guessing that's what you're talking about. Yes, it does work with OBS.

Question 2

Will this work to stream on a single PC? And if so, does it heavily effect game play? Any FPS drop? high CPU demand?

You don't need this if you are streaming and gaming on the same PC. As long as you've got a decent (6 cores+) and RAM (16GB+) you can game and stream on the same PC using OBS. I have a Ryzen 5 2600X, 16GB RAM, with an RTX 2080 and have no problem maintaining about 150FPS at 1440p on PUBG while streaming. My old card was a GTX970 and was able to stay over 100FPS in PUBG while streaming with the same system. Depending on the game you may be able to stream and game on a less powerful PC.

The HD 60 Pro is meant for a dedicated streaming PC. You would install this in your streaming PC and plug your gaming PC or console into the HDMI "in" to capture or stream the video.

Question 3

Can it be used standalone, without a TV connected to video source (only "IN" port connected to video source, "OUT" port is not connected)?

Yes. I do not have any output connected to this card myself. I found using this has a slight lag of around 0.5 seconds. This may not seem like much, but it's like adding a 500ms ping spike to your games, and in FPS games this can kill you. In rhythm games, it will destroy you. I, instead, bought a really good HDMI Splitter and connected the source to my device and the outputs to my TV and to this card's Input. Found it works better this way. Also, you'll likely get less off the lag delay in OBS than using the Elgato software--this helps in stream preview.

Question 4

Is this a good card to use playing video game consoles (PS4, PS2 (via OSSC w/ HDMI out), etc) in a window on a computer desktop, via something like VLC or other software (on Linux) ? (I'm not looking into doing streaming, but it is nice to have have the option for the future.)

The easiest I found was to open OBS (free software) and include create the game capture source. From there you can change the audio capture to route through your PC (I have virtual 7.1 headphones) and change the HDMI input on the monitor. Since it’s local there’s no noticeable delay between the monitor and the audio. No need to stream or even record. You could also do this with Elgatos downloadable software but I haven’t put too much time into messing with it.

something wants me to believe it consumes system power, if so, how many watts?

Under the PCIe spec the max it could be drawing is 10W unless it's configured as a "high power device" (25W), which is unlikely. It's likely drawing less than 10W.

Question 6

This says that it requires a minimum of a i5-4xxx or better, I have a i5-2400... will this not work at all on my pc?

The Elgato Game Capture HD60 Pro requires a minimum of an Intel i5-4xxx quad-core CPU or better. Since you have an i5-2400, which is an older generation and does not meet the minimum requirement, it is likely that the capture card may not work properly on your PC.

Anyone know where I can get the ATX bracket for the elgato? I have a MicroATX instead of ATX.

I'm assuming you mean a full profile PCI-e bracket instead of a low-profile. Both of them came with my box. If yours didn't, I would contact the seller, or Elgato directly

Will this work with Linux, such as Debian 9?

There's an alpha quality driver for the HD60, but not the HD60 Pro. I'm a Linux user, but use Windows on my streaming box. It's just a better experience.

Question 9

If my GPU and monitor usually work together at 120-180fps (with g-sync), will this throttle my perceived framerate or not record correctly since it's only a 60fps card?

Probably.  I'm not positive that it would limit your frame-rate, but I do know that I bought this to record my X1X, and thought that it would only record in 1080p while i played in 4k. Which was not the case. It limits what you can pass through by what it is limited to. In my case, it limited me to only be able to play at 1080p  even though I have a 4k monitor connected to it and a X1X. Since it only allowed 1080 60fps pass through, you'll most likely be limited to play in that specification. It's what it did to me. I'd look at other Capture cards if you don't want to be limited by this product. Try AVerMedia, wish I did.

Question 10

Will this work with a RED DRAGON Radeon RX 570 DirectX Graphics Card and an AMD Ryzen 5 2600 CPU?

The graphics card and CPU should be fine with it. The motherboard would be what prevents you from using it. My motherboard required it to be in a certain slot otherwise it didn't work. Your CPU and GPU should be fine though.
