What is the noise level on this fan?

The one I have is pretty quiet, even though sometimes it can be louder in the very beginning. Pay attention to the fact that it has 2 pin connector. Also the screw holes are fairly wide and didn't fit the holes on my HD 6850 card so I had to rig it to install.

will this fit a GTX 650 Ti EVGA 1gb?

Looking at your videocard, if the fan measures correctly it might be worth a shot.  I had two Radeon 6870s that needed fans, and while this fan was the right size, the screw slots did not match up, and were the wrong size.  This will probably be the case with your card too, however if you get some extreme weather superglue you can use that to attach the fan no problem.  I have both my video cards running after implementing this solution and heat is not an issue.

Question 3

Will this mount to a Geforce GT 640? Are the fan dimensions actual or application estimate? My GPU cover has a fan hole that is 80mm the fan itself is 75mm.

This fan fit nicely as an 80MM replacement for an HD5870. Keep in mind however, that most GPUs have 3-wire leads to read RPM, etc.

I had to drill new mounting holes as well as replace the pin header to be able to use this with my GPU.

If you're not afraid of a little DIY, this should work wonderfully.

Will this replace a power logic PLD08010S12H fan?

I don't know.  I bought it for an Nvidia video board and it didn't fit.
