Is the whole backpack water resistant or just the bottom??

Yes,under normal rain; I use it for a 17 inch laptop Alienware and it has a tight,snug fit.of course Alienware laptops are big/bulky so in fairness it does its job to accomodate its girth.overall its a great backpack for the price. If you want a backpack that can accomodate more items than you usually carry, this may be a snug fit.

I have a 17 in. HP Envy and it works perfectly with some room to spare. Very well made bag but not too much extra room, so it hugs your back very well and does not stick out too much or move around while biking.
