The iStarUSA S-35EX tower is compatible with mini-ITX motherboards, specifically those measuring 6.7" x 6.7".

How are these hard drive caddies removed and replaced?

They aren't actually HDD caddies, they are just spacers. If you want to put drives in those slots, you will need 5.25 to 3.5/2.5" adapters or some type of bay that requires 3x 5.25" slots(which is what I used to put 4 HDDs in those slots).
