How do you mount this in a rack? I see no way this can be mounted to a standard 19" rack as the product description claims.

I don't think you can.  I ordered this specifically because I needed the wall bracket to mount the panel.  
I don't know why they have "Design to mount to any standard 19" rack" in the description. I checked against the manufacturer website and they use the same description.

The only thing "Designed" to any  19" rack standards is the 2.25" width of the panel
My guess is that this was oopsy on their part.  There would need to be an additional bracket for this to work. The only patch panel  they have that is designed that way is the 24-port model.
