Can the back plane be hooked to motherboard without a controller card?

Yes, but the board would need to have at least 8 sata ports. You'd need 2 REVERSE sata to mini sas breakout cables. Newegg has one, search for "iStarUSA K-HD43XSAL-R-50 1.64 ft. HD miniSAS SFF-8643 to 4x SATA with Latch Reverse Breakout" (ignore the bad reviews, they're all people that didn't understand it's a reverse breakout cable).

What PSU fits this case properly?

Mini-ITX / FLEX ATX type.. I purchased this one for the case - https://amzn.to/2LDJMfy . PSU works fine and has held up well, however its a bit on the noisy side.
