Can anyone tell me if the panels that say DVD on this case's picture are the panels it comes with? Hopefully not - They are just standard black placeholder panels, I would hope?

Question 2

will it fit in 19" racks? The spec says width is only 16".

Yes, it is designed for 19" racks.  I don't know where the 16" measurement comes from.  However, as you might read in some of the reviews, the holes are just a bit too wide for some 19" racks, so there's a slight chance you'll have to drill out the holes slightly.

Question 3

Hi:
I have an existing ASUS computer - full size / standard.  Can I gut it and re-mount into this case?  Are fairly recent computer innards interchangable enough - or will I need to buy something special to make this into my new Guitar Rack / Synthesizer computer?

You need to check the specs on your ASUS board. Make sure it is a ITX or micro-ATX (RPC-231 Supports Micro-ATX (9.6"x9.6"), ITX (6.7"x6.7")).
The rack case is 2U high, If you have any PCI cards that plug into the mainboard these will need to be replaced with half height cards or you could use a rack case that is 4U. The 4U will work with regular height (standard) PCI cards.

Unless you're using carbon fibre or some titanium alloys for your system components, I would not recommend trying to support the weight of this case with the rack ears. Additionally, the case is fairly flimsy itself.

Your best option is some sort of shelf.

Please fix overview.  The overview claims this comes with a power supply, is 4U high and has 24 swappable drive slots.?
