No it does not. And the games are rather expensive, about $60 each.

It’s the full console setup but does not include any games (same as Nintendo unless a LE special package). IMO you should also purchase the micro SD and/or a game as the internal memory wont be enough for more than one or two games downloaded. Can definitely vouch for the quality of this purchase :)
