Will this work on my 10gb network?

As someone who has run their 50/10 Comcast network on all CAT7 since the day after they were released, I can tell you that, I couldn't be happier with them! 
   They will, or are said to run at up to 10GB up to 10,000MM. I have never tested them that high, but the reason I love them is because of their quad shielding that prevents interference from all of my nearby electronics! I say go for it, but I don't have enough info on your network to be positive.

Why in the world does the packaging say it has lead in it?

Because it has lead in it. Possibly because of lead based solder. Possibly because the wires are encapsulated in a lead film, to help shield them from interference. Possibly just because of cross contamination because they were made in a factory that contained lead. Cut it open, if you want to know that badly. Just don't eat the lead, if you find any, and you'll be fine. Also, wash your hands after handling any cables.
