I see the width is 16.8! Does this case fir in 19 inch rack and how is it done?

Yes, it slides right in like your other rack components (Through the front). However the case is very heavy unloaded. Super heavy with components installed. May be too much weight for a 2 post rack.
Case does stick out in the front of the rack ( doesn't fit flush ), my only complaint. 
Without the case door that folds down, it would be flush, however I have never tried to remove it and don't know that you can or can't. Sticks out about an inch, not a deal breaker for me, but would provide a much cleaner look if it was flush. (Then maybe the door wouldn't fold down if it was flush)
High quality case for this price point. They sell 2 different length cases, make sure you order the correct length (depth).

Question 2

Would this case work with a large size GPU or 2 and would liquid cooling be a viable option?

It has plenty of slots on the back just as a standard atx case. Just extra space for 8 hard drives. I have a nvidia 610 card in mine and there is plenty of room. There is soace for 2 mid sized fans on the rear of the chassis but there are 2 sets of massive fans in front and behind the hard drive rack and not much ventalation on the sides. It makes it one huge wind tunnel and im not so sure a radiator attached to the back side would be such a good idea. Im running 7 hard drives, an i5 and that vid card and have never had a heat problem. I have to clean the dust filter on the front twice a week tho. Beware it moves ALOT of air. Overall for what i use it for (media server) its been excellent for me.

Could this handle a ASUS Z9PA-D8 ATX Server Mobo?

The short answer is yes, this can handle an ATX motherboard.

To expand on this, the ATX and EATX specification are very identical, with the latter being approximately 60mm wider. The specification of this case also states "EATX or below".

Question 4

can optical drives be installed?  It doesn't look like you can easily install them on the right side.

Yes! There is enough room to install three 5.25" components. It should not be a hard install. Lots of room in this case! I recommend it.

Question 5

The descriptions say it includes 7 fans. The 120 mm have "2 in front and 3 in the middle." It doesn't say where the 80mm fans go. The video shows only 5 fans: 3 120mm and 2 80mm. What's the real story with the fans? How many are included? Where do the supplied ones go, and if fewer than 7 are supplied, where do the other, unsupplied fans go? Are there any issues with noise or cooling from all these fans?

There are two 120mm fans in front of each hard drive cage, three in the middle for airflow across the motherboard.  The two 80mm fans are on the back of the case for exhaust.  I cannot attest to the noise from the fans because I bought super quiet thermal controlled fans for use thru out the case.  Noise was an issue for the room where the server was to be installed.  The case is a great price for the money.  The weight is indicative of the quality of this case.  Great purchase!  If I need another server chassis I will get this one again.

Is there enough space to mount two psu's in here?

There is a lot of room left with my E-ATX mainboard and a normal ATX PSU. But there is not enough room left for another ATX PSU. I can't say about any other sized PSU.

Question 7

It seems that the two front panel usb cables are 4 pin: GND, Data+, Data-, VCC. Are these able to attach to 10pin usb2.0 ports on the motherboard?

Yes. Refer to your motherboard manual for the correct pins. The extra 2 pins are just to "key" the connector so you can't plug it in the wrong way.

What rails would be used with this case?

I used the Rosewill model RSV-R26LX rails. They work, but I would have to recommend against them. The instructions showed the use of hardware the wasn't included. Once I found alternate hardware that would work, they were still a pain to install. At the same time I installed a SuperMicro 4U case and rails set and they went together like a charm. If you do want to use this case, the RSV-R26LX rails will work, but you probably won't enjoy the install. I hope this helps.

Will the Rosewill Hercules 1600W power supply fit in this 4U chasis?

I couldn't find that particular power supply, yet I can advise you that this chassis fits any standard power supply. it is not rigged for hot swap style supplies. the application I bought this for didnt need hot swap capabilities because although they rely upon a server, they use local profiles on thier workstations and can work independently.

This chassis is a fantastic air mover, solid, and has enough room of decent wire management.

Choose your power supply based upon your wattage needs (with future expansion), processor brand and type, and how many plugs you need for supplying power to everything inside. Myself, I already had a 850watt on the shelf that was adequate.

How do you completely remove the front cabinet thing?

I'm guessing you mean the locking door? Just in front of the mounting flanges on the bottom of the sides you will see a screw on each side. Remove those 2 screws and the door comes off.
