I am wanting to use this to connect 2 monitors to one CPU.  I am trying to just use them as dual monitors.  Will this product work for that intention?

You will get the exact same image/resolution/aspect ratio to each monitor, if that's what you want?  This not for dual monitor gaming which allows action to flow from one screen to the other.  Both monitors will receive identical images.

I use mine so I don't have to fire up my NEC LCD projector whenever I want to do updates or maintainance on my multi-media PC.  When both the LCD monitor and LCD projector are in use, there is a SLIGHT drop in luminance from the video card.

with this splitter can you use a 6+ft cable on one monitor, and a 4ft going to 2nd monitor. will this affect the video ??

I have used these splitters a number of times with longer lengths of cable than that and have had no issues.  You have to plug in both of the splitters to have it work properly.  As for resolution, it's OK.  Certainly cheaper than getting a dual video card.

i want to connect a monitor and a projector. the projector is not connected all the time. so i will have one leg to a monitor and the other leg not connected to anything. as of now i have a double image. any thoughts?

I'm unsure what you mean.  This adapter will allow to to feed two output devices from one source.  For example, I have one security camera DVR  displaying to two monitors (in different rooms) using one of these.
     If you are seeing a double image (overlaid) on your monitor, I would check to see if you had connected one of the "out" ports to an output of a device (though that would require a double male adapter).
     If you are seeing the same image duplicated side-by-side on your monitor, then you may need to set the screen display resolution to "stretch" to fit to the screen.

If you want to drive a single monitor shared between a PC source and a projector source, then you need a two-port KVM switch.   The crux is whether you have two sources and one display, or one source and two display devices.

Question 4

What is the best way to hookup 3 monitors (and be able to have 3 separate screens) to my computer?  My laptop has 1 video port and several USB ports.  This splitter looks like it would only take care of 2 monitors.

Unfortunately this adapter will only clone the displays.  Normally I would say you may have to purchase a new video card with three different ports, but because you have a laptop and if this is the only computer you have, you may need to purchase USB to VGA adapters.

Is this the device I would use to output from my pc to both a monitor and projector?

I bought.mine to output to my PC and Television.  I am sure this would work on a projector too.
