Is this backwards compatible with SATA II?

Per the StarTech specifications for this product, it is compatible with SATA I, II, and III. I can vouch for SATA II compatibility as I'm using it with a drive dock whose eSATA port is SATA II 3.0 Gbit/s.

Does it work laptop with esata port and usb-c drive?

Doubtful. The Startech documentation is clear about connecting eSATA external devices to a USB-C host computer, but nowhere does it even hint about connecting a USB-C external device to a eSATA host port. I think if that was a possible application it would say so.

will this connect a drive with eSATA out to newest MacBook Pro's with Thunderbolt 3/USB-C?

Yes. I'm using one with my new iMac and its waaay faster than using the other connection options available on the eSATA drive I'm connecting.
