What does grommet mount mean? Is it a capability separate from the clamp? What I'd like to do is bolt this to a counter top.

I suppose you could take the clamp assembly off the bottom of the circular base.  But the intention of this mount is for it to be clamped to the desk.  The clamp can be adjusted for different thickness ranges by attaching it to one of three screw locations.  If you wanted to use those screw holes to mount to the side of a desk that would work as well, but if you want to screw down from the top into the desk you will have to modify this arm to work.
