Whats the size of this device in comparison to a smartphone size? bigger, smaller or slightly bigger/smaller?

Best comparison: an iPod Classic (the scroll-wheel models). It's lighter but similar dimensions. It's slightly smaller than an iPhone, and my Galaxy Note 2 completely dwarfs it. Hope this helps!

does this device comes with cable charger?

Yes. It comes with a separate cable. I have since learned some other brand batteries have the cable permanently attached snuggly to the side and are my preferred battery.

Does this charge the iPad Retina (a.k.a. iPad 4)?

I happen to have an iPad 4.  This Targus power bank does charge the iPad 4.  But, the Targus power bank was only able to add about 20% of charge to iPad 4.  So, it wasn't very useful.

Will this work with an iphone?

Yes, it has one standard usb plug for connecting any usb device. The plug that comes with it is for Android devices with standard usb on the other end. Been working great for me with my Nexus 4 & Nexus 7.

The lights will time out and turn themselves off. They are on during charging the device along with when charging ur phone or any other connected device
