Will this work as a more detailed mouse on my computer? If not, do you know of anything that will do that? I am looking for a wireless pen input device that will replace my mouse when doing certain functions such as detailed photo editing, writing, etc.

Yes, but you need to have the base unit as well.  This pen doesn't work on its own.  For this particular pen, you would need the Intuos 4.  I would assume since you are asking this question on this pen specifically you don't need what this pen is adding, which is additional tilt functionality for use in art programs.  The default tablets come with their own pens of which do not have this extra tilt functionality hence why this pen is sold separately.

Question 3

Does this work with a Cintiq 22HD? I need a pen that works with a KP501E2 model number, but I heard the standard grip pen falls apart real easily.

I don't have a Cintique. 
I got this pen because it allows you to rotate the brush on a tablet. 
I have used standard grip pens for years and have had no problems with them other than sometimes the little button on the barrel pops off when I am cleaning the rubber sheath on the barrel. I just pick it up and put it back on when that happens.
