My motherboard has an 8 pin connector right next to the cpu. If I fill that slot with this, and plug the female 6 pin connector into my power supply, will it work fine?

Highly doubtful. You shouldn't plug a 6 pin connector cord into am 8 pin source. It's not necessarily bidirectional.

I just got a new GTX 1070 that requires 2 8 pin connectors, my current power supply is 680 watts with 2 6 pin connectors, will these be an OK solution?

Provided that your power supply meets the requirements of your video card, using the cable adapter should be fine

The cable is just to convert the 6 pin to 8 pin usage and there should be no issue there. The issue you might have is whether the power supply has sufficient power to support the RX 470.
