Hi, I would like to run this out one window, up a floor, and back in through another window. Both plugs will be indoors, warm and dry. Is the jacket sufficiently robust to do this in Massachusetts ? ( -10F to 110F, rain snow)

No cable like this is designed to be exposed to the elements. Either sheathe it in something an electrical contractor might suggest or go through a ceiling/floor if possible.
