Can I use this cable to connect two laptop USP ports, thus enabling files transfer?

Short answer - NO. I think the USB controllers on each laptop would try to be the one 'in control' so it wouldn't work. What you need is a data transfer cable like the IOGEAR GUN262WE 6 ft. White Smartlink USB Data Transfer Cable. The software makes the laptops play nice (share) the USB ports. Hope this helps.
