Will this cord allow me to connect a desktop tower computer to my new laptop to transfer photos and other info more quickly?

When you say "more quickly" - as opposed to what? What are you currently using to transfer these files? Also I would make sure that the lap top and desktop have 3.0 USB adapters (the port is typically blue, or you can check this in your device manager) - not really a deal breaker here though as USB 3.0 is backwards compatible. But to answer broadly; Yes, these cables will allow you to transfer files effectively. USB 2.0 transfer speed = 480MB. USB 3.0 transfer speed = 4.8GB.
