Not directly. It will connect an external drive through one of your computer's USB 3.0 ports, assuming it has one. These ports are almost always accessible from the exterior of the computer. USB 3.0 is identified by the blue tab in the connector. External hard drives can also be connected via USB 2.0, but data throughput is much slower.

Is this cable good for transferring data from computer to computer or should I just stick with the cheaper option of network transferring?

You will need software to implement computer-to-computer data transfer via the fast USB 3.0 ports, but several programs are available for free on the internet. Just look up 'computer-to-computer data transfer' in Google. You'll get links to all the software you need. Depending on your network configuration, USB 3 transfer should be MUCH faster than going through your network. Newegg sells excellent quality products, so I'd have no qualms buying these cables, and the price is very competitive.
