Does this peripheral extension fit a hardwired logitech keyboard and mouse?

USB3 is overkill for keyboard or mouse, but is backwards compatible with USB2, which is what all the keyboards and mice I've seen are. Just make sure the plugs and sockets are right size. Also, you'll need 2 for both mouse and keyboard, or a hub.

Yep. There is a white label stuck to the plastic bag that states "Made in China"

Is this cable, though technically branded and rated at 5 Gbps (USB 3.0) signal rate, capable of delivering a signal and transfer rate of up to 10 Gbps when plugged into a USB 3.1 Gen 2 type A port, such as those found on the latest motherboard models?

I have not actually measured either the download or upload rate of this cable but do know it is capable than a USB 2.0 cable or port.
