does this chair tip (one of the reviewers says no but often that is because people dont understand what it takes to free the tip mechanism....)?

Mine tips back...if you don't mind an irritating squeak when you tip it? This chair began squeaking not long after I received it.  Also tipped my self over backwards once. Luckily I wasn't injured. Oh and I put extra padding on the seat as it gets uncomfortable after sitting for a while. Anyway I've owned this chair since August of 2013...it's noisy, but hasn't fallen apart yet. But I only weigh in at 170...might be a different story for somebody heavy? Hope that this helps.

Your question seems rather vague or perhaps it is meant to be humorous. 
If you really want assembly instructions: there is a back, a seat, two arms and eight screws. attach arms to seat them attach back to arms.

Or perhaps you were looking for an answer like: :Very carefully.

On the other hand I would suggest that the answer should be: Don't put it together. I am sitting in one at this moment and it is not at all comfortable. The mesh on the back has stretched to the point that the chair is quite uncomfortable.
