does this printer include a cartridge?

Yes. Not sure what size, but it is definitely on the smaller side. One flaw, unrelated, is that the sensors that are supposed to shut off printing when the output tray gets full at the top, don't seem to work and paper just shoots off the top all over the place :).

Is one the trays legal size paper?

Either tray can be set to do legal. It is very simple to switch from letter to legal and back.
