Does it extends the monitors or just duplicates?

It does both. The capability of extending monitors and/or mirroring is not limited, typically, to the hardware, but the software. Specifically I've used this this splitter, as it could be called, on both a monitor extension and mirroring setup. Both times it was a configuration change with the Windows Control Panel Monitor/Graphics Properties, or the software the governs your monitor(s) settings. So, these cables will allow you to both, extend or mirror your displays of your desktop depending on your preference. There are instances where it will only mirror, in my case it was a hardware setup. For me it was because the computer graphics hardware could not support a dual monitor extension setup (my workplace was a little cheap on the hardware specifications when they procured the desktops), but for your typical PC this should not be a problem. Also, for Apple products, I have yet to encounter a problem on choosing either configuration with an Apple product (Apple's standard/basic/minimum hardware configurations tend to be higher than that of PCs).
