Have an old Acer Aspire 3690 w/XP Pro. will this dongle work for a Bluetooth ready JBL wireless speaker?

As long as the software that comes with the dongle works with Windows XP it should work just fine. It should also work with a Bluetooth headset.

Is it correct that a Bluetooth adapter can only receive information from another device such as a Palm Pilot handheld?

no I don't think so.. this exact Bluetooth (cirago BTA6310 micro Bluetooth 3.0) only works with Motorola equipment I believe.

I bought one and thought it would work for these headphones that I have but after doing a little bit of research in the "properties" I found out it has some association with Motorola..

on my PC this device will not find any other device IN MY HOUSE.. there's 3 different cell phones here and neither one of them say Motorola nor was it picked up by this exact Cirago model...

waste of money imo! (in my opinion)

Incorrect, with bluetooth 2.0 and 3.0 you can transfer both way's, unless there is a limiting factor on your devices, I.e. some sort of ungodly antivirus that hates all things.

I use bluetooth to transfer music from pc to phone and back.
