It is not wifi.  It is the first device in line for your cable internet.  The modem is connected directly to your cable line.  An ethernet cable is then connects this modem to a wireless router.  The wireless router creates a wifi signal.

I'm a total non-techie and just trying to replace my rented Comcast modem to end being ripped off. My Comcast service includes internet, cable TV and phone service. My current modem has connections for  1) power, 2) the internet cable, 3) a connection to a router, and 4) a phone jack which I need to maintain phone service.
Will this model work for me?

I replaced the same modem that I was using for my Roadrunner. I would call Comcast and ask for a list of preferred modems. Also, you can't go wrong if you replace the same one you currently have. In theory DC 2.0 supports less than 45 Mbps and DC 3.0 supports over 45 Mbps. I will go to Comcast and download a PDF of all preferred modems.

It's just a cable modem, not a router. It has one Ethernet output port which you can either connect directly to your computer or to a router. You should be able to use any ordinary wireless router with this modem, as long as it has an Ethernet input port.

Question 4

I bought a dvd/vcr combo w/o a digital tuner.  Would this work, so that I don't have to rent one from the cable company?

This item is designed to take the cable signal that comes into your home and act as a bridge to your wireless access point.   In that way,  you don't have to rent a modem from the cable company.   It is for Internet,  not for a TV signal.  It does nothing regarding a DVD player.

My old Comcast modem is a  Scientific Atlanta , is this the same hook up and basically the same modem ? I am using a wireless router to supply another computer that I use as wifi.

This modem should connect and work exactly the same as your old cable modem (cable from ISP in and cat5 cable to router). I use mine on a Time Warner system and it works fine, as well as saving me $6 a month in rental fees. You will need to contact your cable company to have the MAC address of the new modem set up.

what type of Ethernet splitter can i use?

First off, NO, you cannot use a splitter.  It doesn't work that way.  2nd, unless your Internet Service Provider gives you more than 1 IP address, you cannot use a "switch".  If you want to run multiple computers off 1 cable-modem, then you need a router.  You can decide if you want wireless, which I would recommend, because most wireless routers also provide 4 wired ports on the back.  But don't just put a splitter on the wire.  You can damage the hardware connected and the modem itself.

how many mbps? TWC stated I needed at least 15.

Docsis 2 modems can run up to 30 MBs.  If you want to get internet service that runs at 50 MBs or 100 MBs, then you will need a Docsis 3.x modem.

Have a dpc3208 at present is the dpc2100 a acceptable replacement, as good as or better?

It works great for me.  I would check your cable Modem carrier to make sure it is on the approved list of Cable Modems.  This Modem is reliable and works great without any issues.

1. Is there a DOCSIS 3.0 version of this modem?
2. Is this (or a DOCSIS 3.0 version if the above is affirmative) approved for usage with Comcast's triple play?

Yes it is approved for Triple Play, Not sure about DOCSIS 3.0 version.

Is this compatible with Cox Communications High Speed Internet?

It will most likely be slower, but yes.  All ISP providers are switching over to DOCSIS 3, they are maintaining legacy support for DOCSIS 2, but it is VERY limited, if you purchase a DOCSIS 3 modem of the same speed rating you will notice a huge speed increase.
